The Assistant RDC Kanungu District Mugisha Zepha is on the spot over promoting politics of religion and dividing the people of Kinkizi West along religious lines.
Mugisha Zepha who is a catholic has been working with Rev Fr Kizza the dean of Macuro deanary in Kanungu District by holding meetings in churches campaigning and mobilizing for Rtd AIGP John Ndungutse Ngaruye who is running as an independent candidate running for MP Kinkizi West against the incumbent and NRM flag bearer James Kaberuka Ruugi.
Ndungutse who trailed and came third in the NRM primaries, returned as an independent candidate and has since used the religious card to promote his candidature.

The three have been holding meetings in various catholic churches in Kinkizi West where they distribute money while rallying all Catholics to vote for Ndugutse, claiming that he is their own.In one of the meetings held at Buhumuriro Catholic Church, one Tobias a resident of Nyanga was chased from the meeting because he was suspected to be a supporter of Hon Kaberuka.
“Why are you chasing me from the meeting yet i am also a catholic and yet you invited us?” Charged TobiasNdugutse came to campaigns first in the NRM primaries claiming to be a state sponsored candidate who had come to uproot the vocal legislator Kaberuka James Ruugi who has been very vocal in demanding for accountability and speaking for his people.
However Ndungutse’s lie fell flat as people insisted that it was their power to choose their MP.When that failed, Ndugutse started distributing fake insurance cards to people claiming to give them free medical care.
However, these backfired against him when people went to health facilities with the cards only to be turned away. In a shameless manner, Ndugutse after his cards failed claimed that the cards issued would start functioning after t election, which showed that his were not insurance cards but political cards meant to hoodwink the public.
The same Ndugutse in the recent NRM primaries attempted to influence police using his rank, hired goons who terrorized villages, brought teargas canisters which he through in people’s homes who were not supporting him among others.
When he lost the NRM primaries, he deceived his supporters that he had called the President, who purpotedly promised him to give him the NRM flag and even went on to declare himself a flag bearer.
In a desperate attempt to resurrect his nonexistent political fortune, he petitioned the NRM Election tribunal but his evidence was dustbined after finding out that he had presented forged declaration forms.
Since then, and after all his schemes fall flat like breaks of an old woman, he decided to pull off his last card of religion and sectarianism with hope that his political career can get out of limbo.
However, opinion leaders and locals in Kinkizi West are bitter with 70 year old Ndugutse for attempting to divide people when he has done nothing for them.The people of Kanungu have called on President Museveni to explain to them whether he appointed a catholic Assistant RDC to serve the Catholics and to tell them where other religions like Anglicans, Seventh Day Adventist, Muslims and Pentecostals should go.
They argue that it Mugisha Zepha has chosen to serve one religion, they also need an assistant RDC for their own religion. It is on record that President Museveni has always preached against politics of identity (tribe or religion) and promoted politcs of interests, and it is disgusting that an officer of government appointed by the President’s office can misrepresent the President by promoting the vice that his appointing authority doesn’t want.
Several elders and locals have urged Zepha to either step aside and openly join politcs or to stop misrepresenting the President by sowing seeds of divisionism
