Ntara Sub-County has made history by becoming the first sub-county in Kitagwenda District to officially launch a strict bylaw regulating the misuse of agrochemicals.

The landmark legislation was developed and supported by Community Sustainable Initiatives Link (COSIL) Uganda, in collaboration with partner organizations including PELUM Uganda.

The official launch took place at Muruhura Primary School, located in Kitonzi Parish. The primary objectives of the new bylaw are to protect the area’s soils and vital water sources, safeguard public health, and position the region to produce high-value organic agricultural products.

Speaking at the launch event, Enock Ayebare from COSIL emphasized that the bylaw is specifically designed to promote the adoption of organic fertilizers and eco-friendly herbicides that do not harm the environment.

Mikidadi Byamukama, the LC3 Chairperson of Ntara Sub-County, welcomed the initiative, stating that the regulatory framework will ultimately boost local agricultural production by restoring soil health.

The initiative also received strong political backing from the district leadership. Hon. Efrance Kenyonyozi Atwongyere, the Kitagwenda District LCV Chairperson, highly commended the initiators of the project. She pledged to introduce and champion the adoption of similar bylaws across all remaining sub-counties within the district.

Dr. Paul Mbwambu, the Commissioner from the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), officiated the function as the chief guest. Dr. Mbwambu noted that the sub-county bylaw aligns perfectly with Uganda’s national laws on agricultural chemicals.

Recognizing its potential national impact, he pledged the Ministry’s commitment to consulting Ntara Sub-County as a model for implementing similar frameworks in other regions across the country.
