The Ministry of Works and Transport says the proposed tarmacking of the Ibanda–Kabujogera–Mahyoro–Kyambura and Kabujogera–Kamwenge roads cannot begin until the existing designs are reviewed and funding secured.

The ministry was responding to concerns raised by Kitagwenda County MP Hon. Robert Mugabe, who had called for urgent intervention over the poor state of the roads.

In a letter dated 10 September 2026, the Minister of Works and Transport said the ministry had previously completed designs for upgrading the roads, but the designs are now more than three years old and require review and updating.

The ministry says the review will assess the current condition of the roads, projected traffic, prevailing construction costs and other technical requirements. The design for Mpanga Bridge will also be reviewed.

According to the ministry, the exercise will be undertaken once funds are available.

The government says it cannot provide definite dates for the start or completion of the road works until the design review is completed and funding confirmed.

However, the ministry says it will consider interim maintenance works, subject to availability of resources, particularly along the Mahyoro–Buhindagye section, which often becomes impassable during the rainy season.

The ministry says full construction will depend on availability of funds, government approvals and completion of procurement procedures.

It adds that the roads remain under consideration in the government’s road development programme because of their importance to the movement of people and goods, agriculture, trade, tourism and access to social services.
